PG&E Pre-Owned EV Rebate

Pre-owned (secondhand) lorries only.
- Vehicle should be a Battery Electric Vehicle (BEV) or Plug-In Hybrid Electric Vehicle (PHEV) listed on the HOV Eligibility list at the time of purchase *. See a list of qualified plug-in lorries here.
- Vehicle can be purchased or leased.
- Vehicle must remain authorized to the applicant in California for a minimum of 20 months.
- Vehicle must be currently signed up to the candidate's PG&E residential service address.
- If approved, the refund check will be mailed to the address listed on the lorry's registration card.
- Hydrogen Fuel Cell cars and Compressed Gas lorries are not eligible.

Applicant Eligibility
- Application should be successfully submitted within 180 days of the date of EV purchase or lease.
- Applicant should be an active PG&E residential electric customer. PG&E gas-only domestic customers who get electrical service from a municipality are disqualified for the refund. The service account does not need to remain in the candidate's name to apply.
- Each PG&E customer and each property household might get just one PG&E Pre-Owned EV Rebate per qualified lorry
- Each private candidate might receive a rebate for a maximum of 3 various qualified cars for the life of the program.

Submit an application within 180 days after buying or leasing a used EV to get either the Standard Rebate or Rebate Plus
REBATE PLUS OPTION
Customers who fulfill the PG&E Pre-Owned EV Rebate program requirements and are income-qualified may be eligible for the Rebate Plus option of $4,000.
If an applicant satisfies all other program requirements and certifies under Eligibility Scenario 1 or Scenario 2 listed below, they might be qualified for the Rebate Plus option. If an applicant receives a refund for the Standard choice, the applicant might not apply once again later for the difference in between the Standard choice and the Rebate Plus choice, regardless of earnings qualifications at the time of (or after) the initial application.
If somebody else declares the candidate as a reliant (for the federal earnings tax year used to validate candidate income eligibility) the candidate is not eligible for the Rebate Plus choice, despite the candidate's income or registration in a qualifying public help program. Vehicles signed up to a trust are not eligible for the Rebate Plus alternative.
What files have to be sent to apply for the Rebate Plus alternative?
Eligibility Scenario 1: Enrollment in a Qualified Public Assistance Program
A candidate may receive the Rebate Plus option if they participated in, and can supply evidence of, enrollment for at least among these public support programs on the date the vehicle was purchased or leased:
- Bureau of Indian Affairs General Assistance
- CalFresh/SNAP (food stamps).
- CalWorks (TANF)/ Tribal TANF.
- Drive Clean in the San Joaquin Replace Program *.
- Bay Area Clean Cars for All **.
- Running Start Income Eligible (tribal just).
- Low-Income Home Energy Assistance Program (LIHEAP).
- Medi-Cal (income-qualified Medi-Cal only).
- Medi-Cal for Families (Healthy Families A&B).
- Supplemental Security Income (SSI).
- Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).
To qualify, the candidate's name should match that of the individual enrolled in the eligible public help program and the proof of registration must be dated within 12 months of the application submission date. Applicants listed as a reliant on their proof of public help paperwork are not qualified for the Rebate Plus choice. If a candidate is under the age of 18, extra documentation will be requested to verify dependency status.
* Applicants with applications and supporting documents submitted on or after June 13, 2023 may receive Rebate Plus by providing their Drive Clean in the San Joaquin Replace Program approval letter that confirms their verified home income is 80% or less of the Area Median Income (AMI) for the candidate's county.
** Applicants with applications and supporting files sent on or after May 22, 2025 might certify for Rebate Plus by providing their Bay Area Clean Cars for All Program approval letter.
Eligibility Scenario 2: Income Verification
If the applicant's household meets the yearly gross earnings limits for their home size and the county in PG&E's service territory where the candidate lived when the vehicle was bought or leased, the candidate may receive the Rebate Plus option:
Household size includes the taxpayer( s) and any people who are claimed as dependents on one federal tax return. A tax home may consist of a partner and/or dependents. Individuals who live at the service address however who are not listed on the candidate's submitted income tax return will not be included in the "family size" for rebate functions.
Household income is identified by examining IRS tax return transcripts. It includes the gross earnings of both taxable and non-taxable income sources of all household members ages 18 and older as shown on the most just recently submitted income tax return records available within 2 years of the vehicle's date of purchase or lease. This includes, but is not limited to, the following: wages, unemployment, employees' payment, Social Security, Supplemental Security Income, public support, veterans' payments, survivor benefits, pension or retirement earnings, interest, dividends, leas, royalties, earnings from estates, trusts, educational assistance, spousal support, child assistance, assistance from outside the household, and other miscellaneous sources.
Dependents are not eligible for the Rebate Plus alternative. Dependency is determined by if the candidate is noted as a depending on someone else's income tax return transcript or if the applicant's income tax return records reveals an exemption number of 0.
